Windows warns on the first start — that is normal
Windows shows „Windows protected your PC“ and calls the app an unknown publisher. The reason is a missing code-signing certificate: those cost several hundred euros a year, and a new one has to build up reputation with Microsoft over many downloads before the warning disappears. As a one-person project that step comes later. The warning says nothing about the file itself.
Click More info in the dialog, then Run anyway.
